internet connection is unstable

so my internet connection is acting unstable.

here are some of the issues.

1. multiplayer games will work while web pages dont at the same time on different computers. sometimes opposite and sometimes both.

2. right now the ping is jumping up and down. min is 90 max is 300 (fast fluctuation) in all games. web browsing isnt affected though....even on you tube.

the down stream freq power fluctuates alot. usually from 0.0 to 7.0. SNR is always going from 40-41, rarely one of them goes down to 39, and at one point the second SNR went down to 31 and my upload speed was complete crap when that happend.

is this really ok?
 
I was wondering if i could get some help. My internet connection is very unstable and its slows down at any random time of the day. This affects my online game play, i also use a Ethernet cord for everything.
ADSL 1
High ping, 200-600ms
slow download speed, 0.8kbps should be averaging 800 kbps
I have tried everything from changing all the lines, cords, modem/router's and splitters to calling my ISP and even had technicians out testing the lines, still nothing. I did call my ISP regularly, but that got too repetitive and went no where, so i came on here to seek some help.
