Which percentage should the isopropyl alcohol have for cleaning CPU and GPU?

99% is best, but i've used from 70-99 and had no real issues.

This. I buy the higher (91% I believe it is) store-brand alcohol. Non-scented, as long as its breaking down whatever gunk you got on your HSF and contact plate, it should be doing the job for you just fine

yup whatever % is at the store at the time it all does a super job in cleaning up tim I always clean with the alcohol and wipe it down afterwards with a clean towel of cloth
