the noise is getting to me, so i think im gonna open it soon... what do the cap things look like? and the heatsinks?

It is. Take a metal screwdriver (MAKE SURE THE HANDLE IS PLASTIC). then touch the tip to a ground, and then tilt it to touch the caps of the PSU.

I personally drain a PSU by unplugging it and pressing the power button of my computer around 5-10 times. never been shocked.
