the noise is getting to me, so i think im gonna open it soon... what do the cap things look like? and the heatsinks?

When I was a kid and TV's had tubes that you could change and repair your own TV, I was taught by my dad to ground the chassis with a screw driver when I opened the back. A spark would jump from the chassis to the screw driver. The TV was then safe to touch. I figure the same thing could be done with a PSU.

It is. Take a metal screwdriver (MAKE SURE THE HANDLE IS PLASTIC). then touch the tip to a ground, and then tilt it to touch the caps of the PSU.

I personally drain a PSU by unplugging it and pressing the power button of my computer around 5-10 times. never been shocked.
