Okay im stuck.. OC i5-2500k Asus P8P67

okay I am trying to Overclock this an Asus-P8P67 with an i5-2500k
my goal is 4.5ghz to 5ghz
Cooler will be an H100 but right now I have a med-high end air cooler on it

my issue is it seems any overclock I set it does not get read (but set) by the bios or windows anything I do besides changing bus speed does not effect the clock

I have tried a lot of varies settings and looked at may guides

Windows 10
16gb (4x4gb) corsair 1333mhz ram
i5-2500k trying for 4.5 stuck at stock
Asus p8p67 with latest BIOS version

Does it ramp up on load?

Try enabling speedstep...

on current settings no
enabling speed step yes, so I guess that is okay

any more ideas as I prefer to stay at 100%/4.5ghz all the time (I know not eco friendly )

Change windows pover mode to high performance and see if it sticks.

..... an hour and a half of racking my brain and it was darn windows power the whole time....
