Sceptre 17-Inch question..

I have been looking into getting a 17'' LCD monitor....and I ran across this one at ubid.com. They claim that it has a Response Time of :
• 15 ms (R), 10ms (F)


Now this seems much faster than other LCD monitors....or is Sceptre "tainting" the information?

Ahh, perhaps I have found my own solution...the (R) and (F) stand for rising and falling? The normal response time is measured as the total of these two, making it 25ms..?
