Location of a proxy server should not matter, usually the criteria is latency.
They have a fairly good public proxy search here:
http://www.antiproxy.com/
No idea of the speeds of any of them, you'd need to manually test them.
I'm assuming you are doing this to game over the connection, if so, I must warn you that it will be VERY laggy

thx for the site ill look em up
ive been looking at sites, but most of the servers listed, are down
so ive just been scanning quite a few japan ip ranges
and im getting a crapload i gotta test
