here's the skinny, you get the 212 evo and run 4.0 easy.
I have the same thing on big water cooling, sure I can run it higher than you but, the sweet spot on these is between 3.8-4.2 and that puts you right in the middle.
for $30 you get as much work done as I get done for $500.
the 212 evo is much smarter.
 
I have the Hyper 212+ and I run 3.8ghz on stock voltages easily..... for what its worth not all procs are the same but it gives an idea anyways.
 
just a little info on the 212's I had the 212+ on my 1090t temps were always fine but I wanted something else. So i bought the Noctua NH D-14 man what a massive thing it was. But anywho I saw no temp differences between the 212+ or the D-14 on AMD but for my Intel setup I did see it.
