In addition to EDs answer, a clarification on GPU coolers.Now if you wand to purchase a 670, there are different manufactureres, like MSI, Asus, Zotac, EVGA etc. they all offer the PCB of a 670 either in the reference design of Nvidia or they slightly altered the layout, too. Main difference (and most important) between those cards are the used coolers and some are might factory OCed.

That really depends on the manufacturer. I think the Pro 3 or 4 models are asrock etc. You should give us specific models But the pro 4 should be fine.
Prebuild watercooling is cool, but more expensive. A Hyper Evo 212, Scythe Mugen etc. should come around 30$ and they are pretty quiet / effective.Also, What Is most quiet for CPU: Aftermarket air cooler or pre-build water-cooling?
