CPU usage will go up when opening programs, running stress tests etc.. Have you tried changing the windows power plan to balanced or performance?
CSGO is nat any way to test your system either. You can't isolate anything to diagnose what the real issue is.
I don't know how many times you have crashed the OS but personally, I would just start over from scratch with minimal add-ins like USB devices and no games installed. Just the system, mouse , keyboard, Fresh windows10 all motherboard drivers, no motherboard software, and a graphics driver. Then test it with Prime 95 custom and select 24000MB of ram. That will tell us wether or not it's your system parts or just a bad OS/ software problem
