I have an ASRock MicroATX motherboard. Under load, it gets to about 65C. Is this a normal temperature? What is the range for safe NB temperatures?

that is kinda high....on my AsRock I added a small 40mm fan blowing on the PWM area of the MB, keeps the temps under load to high 30's sometimes low 40's, depending on ambients....
i use an infared temp thermometer to locate hot spots, prior to that my finger tip carefully placed on IC's while system was running worked nicely in finding the 'hot' spots...
you can add small aftermarket sinks sometimes, or a fan as mentioned, or both if you are really wanting super cool...
