System voltage not optimized? Does it matter

Try setting your ram timing to 9-9-9-25-40-2T and the voltage to 1.600v. Change your fsb back to 200.

I minimum I can change my ram to is 1.5v - 1.65v. Isn't 1.65 going to be high?

Look for the default voltage on the ram. The package should say it(If you still have it) or google the ram you have.

Yes, but I would try 1.6 if your problem still exist.
