Ok, now that I'm home and not on a cell keyboard anymore.
Key thing, 20amp circuits need minimum of 12 ga wire hooked up to it. You can go thicker, but not thinner.
If you are sure that the 20 amp breaker is for that outlet (confirm by turning off breaker and making sure the outlet is dead), you can swap it out for a 20 amp wall outlet. Actually, that is probably the safest thing you can do, as if you somehow get more than 15 amps of load going through that outlet, it might burn up before the breaker trips.
Checking Home Depot, it looks like it will run between $6.50 for plain to $14.50 for GFI outlets.
