Have you considered flashing the BIOS chip directly? They have flashers available online and fairly cheap.

im more confused that you say "both" BIOS were flashed.

i have this same exact card. there is only one bios, and no bios toggle switch. its a low end card, dual bios are usually only seen on higher end gaming cards.

ive flashed this model of card multiple times (i have 6 of them that i use for mining). you should be using ATIflash to perform any flashes, and i've done it several times using the windows application as well as the command line. if the card still isnt working after reflashing the stock bios frm another card with the same memory config, then the card is faulty in some way and a BIOS flash wont fix it.

Try the Hynix one, it should work. I have cards with both type of the memory so one or the either should be the right one for your card.
