When temp gets to xx the mobo will shut down the whole system. my mobo has a setting like that, I set it at 77C. Easy, it's in the bios.
Not for GPU tho, there is no temp setting for it to monitor pump stoppage. Even a DDC3.2 can have a rpm sensor connected to the mobo and you can use that IF your mobo has a short delay and might need to divide or multiply the rpm signal.
You want to get fancy, there are systems. Got $200? Aquereo, Big NG, Koolance has one etc.
