Yes it is. Normally you get some cooling from the surroundings aswell. This usually have a bigger impact on "in socket" thermistors than actual core temp, since it is that "end" that is now more insulated. As soon as you aim at keeping the core 2-3 C below ambient the insulation should pay off.

your temps should actually drop if yoru insulating your lines and all...
 
but what about the heat that can not escape around the socket? It use to have full air flow around it now its all kept in by insualtion?
 
when the block is nice and cold, there isnt much to warm it up....
