question on crystal fans

I want to get some crystal fans for my case. how good is thier CFM too DBA Ratio compared to that of the Panaflow 80mm (silent) fans?

Also, is there a high power version of the crystal fan that I could put on my AX-478 on my P4 2.53? And will a crystal fan be adaquite cooling on it?

And also, how much does PSU temps matter? if I put in silent fans it gets a bit hot, how hot can it get before bieng damaged?
