would you buy a powercolor 7950/70

I had a bad experience with a powercolor 6950 , its twin fan was super loud even at "idle", I couldn't even seem to be able to turn it down much, even with MSIAB trying to set it to 3% it was still like a jet engine....so 1st impressions etc.

But their regular prices at directcanada are way cheaper than closest I've found

So what are they like, what's their quality control like?
 
I would consider checking Power Color's RMA reputation in Canada...

I know in many parts of the world you can totally Forget getting an RMA in the 2nd year of the warranty - They have The Worst RMA reputation of any GFx card company out there

I am not sure if they are ok in Canada so best to check, but I know in North America there is no problem though

The fans on those coolers are damn quiet though.

Last year they didn't have RMA in Canada, things went to California. From things I've seen MSI, ASUS and Sapphire are higher quality all around, and all 3 have RMA in Ontario Canada.
 
see the dual fan and OCed versions of 7950/70 are both way cheaper than anywhere else here

the 7950 is ~30-40 cheaper there than anywhere else, they are in the more expensive range of the ones newegg has

and the 7970 is +50 cheaper there than anywhere else, and again they are in the more expensive range of the ones newegg has

I've shopped at DC before, but it makes me wonder if they are from a batch that had some higher failure rates or something
 
I could buy one powercolor and one sapphire which has RMA in Canada, I'm just being paranoid of powercolor. I have an openbox MB and 6950
