I was going to go with the AMS 460 EPS 12v but was told that it didn't provide enough amps on the 12v so now I'm stumped and don't want to go and buy 4 psu's that aren't ideal for my system

The AMS only costs $55 which makes it very appealing and was recommended by someone who has built the exact system I'll be using this psu for. I'm building 4 of these systems so each psu must be under $100. What is the best EPS dual 12v rail psu that I can get for that kind of money?

I'd recommend the Sparkle FSP550-60PLG instead. Just a tad over 100 but well worth it. You can find it cheaper.

The Antec TruePower 2.0 550w EPS12v is also strong.
