Cookie Manager - Any Recomendations?

I use Microsoft Edge and it does not provide me with the control over cookies I want. I would like to find a piece of software that will notify me with a pop-up every time a site wants to store a cookie on my machine. The pop-up would ideally give me the option of deleting once when I close the page, always deleting, never deleting, and remembering my decision. Secondarily, a better interface than that in Edge would be nice for maintenance of already written cookies. Any suggestions for well written software that is available to help control the cookie problem (well, not a problem for all sites but all too many). I am not necessarily looking for free software, just something well written, safe, and effective.
