Don't need quite that equipment. Bobnova's load tester is home built. Solid, just the increments are a bit large.

Problem with most tests is that they're just people sticking multimeters in a Molex connector and calling it a day. At the minimum you'd need a oscilloscope and a more proper load tester than a PC.

Yeah, I thought about borrowing some stuff from my father-in-law, he has some proper equipment.
We'll see if the guy does a really cheap combo price with the fans, if not, it's not worth it.
 
A known load and a scope and a multimeter will do the trick. The known load is the tricky part, loads you can buy cost about a grand at best and far more than that at worst.
Scopes can be had pretty cheap in the USA. Mine was $73 shipped.
Multimeters are easy :D

If someone can get me one I'll load it and scope it.
