Is there a way to set a background on a word document.....I want a put a picture backround and write over it in Word
 
Sure is... just go to the format tab, then backgroung and printed watermark. This is in Office XP.. but should be the same in other versions.
 
You could just set the text boundries of the image to overlap it... so the test would go right over it.

well you could try copying it into paint and save it then select that file...

just changing the brondaries doesnt make it semitransparent... the watermark allows that.
