Yes, a new deal is put up after the previous deal is sold off in a Woot off. If you missed the Sennheiser RS110, just be patient, they will probably list Sennheiser RS130's later in the Woot off.

Difference between the Rs110 and RS 130 is SRS surround which is a useless feature imho. I have RS130's (got them during the last Woot Off, the RS110 for $19.99 was a killer deal.
