AMD has a throttle back that is not over-rideable as I understand it when temps get to a certain level.
It throttles even at 16 celsius on the core?

AMD has a throttle back that is not over-rideable as I understand it when temps get to a certain level.
The 9xx series have a power draw based throttling ontop of the termal control. Unless your manufacturer has a bios that allows disabling "AMD APM" or Application Power Management theres not really anything you can do about it. Dropping the CPU blow the limit where it starts throttling will actually raise system performance during times of heavy usage compared to letting it throttle.
You are not Mark Johnson are you? He is using 212EVO and his board is doing just exactly as yours is doing. He found no fix yet either. Not that he posted back with.
Asrock 970 Extreme3 and FX-8120 keeps throttling and I'm not overclocking.
HHHHMMMMMMMMMMMMMM, makes me wonder if amd slipped us all a micky.
