You need to be on for more than 24 hours for it to stabilize, I think they use PPLNS so that could be the reason.
 
Moving my 290x box back to UTC. Getting about 750Kh/s with the 4 cards.

So here's the weirdness:

If I open/run just the cgminer.exe or a .bat file all 4 cards (3x290x+1x290) work just fine [so far]. If I have cgwatcher open the same cgminer.exe and the same .conf file all 4 gpus give enqueueing kernel errors (which I believe generally happens with too little memory?). The system has 16GB of RAM and hasn't had any other issues, I tried higher lookup-gap and just two cards in the device: "0,1" box and the same thing happens.

Any ideas? I'd like to have cgwatcher watching my ultracoin mining just in case.

When was the last time you mined UTC? The n-factor went up a few months ago, so perhaps you don't have enough RAM anymore....

Odd though. I am using 5 out of my 6Gb of RAM mining MYR + UTC on my 270x and I'm currently running to Windows Servers in Vmware..
 
I mined UTC a week or so ago, but I haven't had it successfully using cgwatcher as far as I can remember.

ive run into enqueueing errors when i didnt have the setx commands set in that specific cgminer folder.
try using a bat, with the setx commands, with your high TCs, should run, save the conf file(s-w-enter) then use cgwatcher with the conf file you just made.
