I thought DX12 had certain hardware requirements?
DirectX12 does not have any Graphic improvements only efficiency with the Drivers and card, also multi GPU support.
GPU's now days are programmable, most of the instruction for function come from drivers. With directX11 there was a improved graphics and a new card was needed for that function.
 
Methinks that at least for the 1st couple years anything that comes out of Microsoft Store will be disappointing :( just a hunch :(
