Is that 55 C at Idle or while stressing with Prime95? I have never used that particular Board.
I doubt, you will get 3.8 at 4 cores with only 55 C stressed with stock cooler.
To change computer power setting to "High Performance" Go to COntrol panel Power options and ---> Select "high Performance".
Very likely your default is "balanced (recommended) and you might have to click down arrow on your right that reads "show additional options" to see High performance.
